Last year Molecular Genetics published a titled article “: An Example of Faulty Communication Between Science an the Public” (“molecular Genetics: an example of frustrated communication between the science and the public”, appeared in the magazine Organization Environment, 22, 1, pp. 19-33). In this article, Barry Commoner gives concluded the "dogma" that has presided at the genetic investigation from the discovery of the double helix more than fifty years ago. The above mentioned dogma establishes that each of the genes that is part of the ADN codifies the production of a protein, which, in turn, is responsible for the generation of a certain hereditary feature. In accordance with this, a specific gene would be the one that would give the "order" to prepare the protein that does that our eyes are of a certain color. The same would happen with the rest of our hereditary features. Each one would be a product of a protein synthesized in accordance with the program contained in a gene. A causal relation would exist, this way, unilineal inherited gene - proteína-rasgo. Every inherited feature would be programmed in the only gene and every gene would programme the only protein and the only feature. As there said the author of the "dogma", James Watson (one of two scientists who discovered the structure of the DNA), the formula is so simple, elegant and adds that it cannot but to be real. Nevertheless, some recent discoveries have put it seriously in question.

The first one was the culmination of the project Genome which target was to identify the genes that integrate the DNA of the human being. The scientists were hoping to find several hundreds of thousands of genes. Nevertheless, they met that the DNA humanized only it was containing 21.000. More or less the same ones that that of a fly. That was implying a severe disparity between the number of genes and the number of proteins that the human being synthesizes. These can reach the 400.000, while those scarcely overcome the twenties thousand. The idea of the mail gene - protein was remaining this way seriously raised doubts. There was appearing the problem of how it was possible that the proteins of the human being were twenty times more numerous than his genes.

The results of the project ENCODE, to which Commoner refers in detail in his article, constitute the first approach the desvelamiento of the mystery. ENCODE is a project of international genetic investigation in which more than 35 laboratories take part. To understand the meaning of his discoveries it is necessary to study in depth a little how there works the chemistry of the genetic heredity (a more detailed analysis, which cannot be reproduced here for space reasons, can be in the article of Commoner).

The genes are done of cuatros chemical substances, the nucleótidos, which are represented by means of four capital letters A, T, C and G. The gene is composed by a sequence of these basic components in a certain order. These sequences consist of several hundreds of nucleótidos. The nucleótidos sequences determine the sequences of amino acids that constitute a protein. To a certain sequence of A, T, C, and G there "corresponds" a specific sequence of twenty different amino acids that form every protein. This way the relation is established between the genes and the inherited features, since every protein is responsible for one of these.

Now then, the information contained in the DNA does not transmit straight to the mechanisms responsible for the synthesis of the proteins, but the communication is realized by means of a messenger, the RNA. The RNA would re-duplicate in his interior the sequences of nucleótidos of the genes, although replacing the T (tiamina) with an U (uracil). It is in this process of transmission of the genetic information necessary for the synthesis of proteins where there are located the most important discoveries of the project ENCODE. We will allude to two of them that are those that more clearly they put in question the "dogma" of the genetics. The first one is that in the process of transmission of the information the nucleótidos can recombinarse. That is to say that the sequence contained in the DNA can give place to multitude of different sequences in the RNA, resultant from the new combinations of his elements. Making use of an analogy that the proper Commoner suggests, it is as if the elements (letters) of the word were re-combining LOVE in the process of his transmission and the words could form ROME, BRANCH, or MULBERRY before coming to the recipient. If we think about words consisted of hundreds of letters (like the sequences of the genes) we will understand that the combinatorial possibilities are immense. This “alternative assembly” as Commoner names it (for opposition to the normal assembly in which the nucleótidos sequence does not falter in the process of transmission of the information), it makes possible that only one gene could be responsible for the generation of multitude of different proteins. Every "transmission" can give to a sequence different from nucleótidos and, therefore, to the assembly of a chain different from amino acids. This way, for example, the gene that forms our “musical ear” is responsible for the synthesis of more than 500 different proteins in the snail placed in our internal ear.

The alternative assembly is not an extravagant or unusual phenomenon, but it is possible to produce at least in 60 % of our genes. This phenomenon would have had to ruin himself to the dogma of the genetics. There is already no causal relation unilineal between inherited gene - proteína-rasgo, but the same gene, in the same organism he can programme the synthesis of multiple proteins (and, therefore, multiple features) different.

But the discoveries of the project ENCODE do not remain only there. Also they revealed the existence of phenomena of genetic merger: in the process of transmission of the information two genes can combine his components sequences and give place, this way, to proteins different from those who would stem from the sequence of one or from other. The genes merger also a protein throws for ground the dogma of a gene a feature.

Commoner wonders why these discoveries have had resonance so small in the means, including the scientific publications. What is the reason to that has not made public to himself the refutation of the dogma of the genetics? Apart from the reasons at that Commoner aims, although in narrow relation with them, it is necessary to indicate the enormous interests that make a detour to the genetic investigation. The genetics is a big business nowadays. And the question of the "dogma" can make be in danger his benefits. Some practical consequences of these discoveries, which Commoner indicates, reveal it. For example, the illusory character of the gene therapies (that seem, on the other hand, to have showed extensively his defeat), or the inability to establish firm causality relations between certain genetic characteristics and certain hereditary illnesses. The transgénicos are a product of the genetic engineering, which began developing in the seventies of last century. The cultivation transgénicos has generated suspicion reactions, especially in Europe. Really already there have been discovered concrete damages that they can cause both to the health and to the environment. Jeremy Rifkin has spoken even about the possibility of a "Chernobil Genético" if this type of cultivation proliferates. In any case, the putting concerning the genetic dogma raises added suspense and makes to foresee new dangers.

The companies that commercialize the OGMs say to us that his products are absolutely sure. They affirm that the gene traspuesto to the DNA of his seeds will only realize the function for which it has been foreseen. This way, for example, the corn transgénico that is cultivated profusely in our country contains the gene of a bacterium that produces a species of natural insecticide. What guarantee do we have of that the action of the gene does not turn to the corn in anything poisonous, for example? How can we know the effects that will produce this gene in another plant in whose DNA gets for effect of the crossed pollination?

Before these shaded perspectives there is imposed the application of the beginning of precaution. East consists in that when there are reasons científicamente founded to foresee that the use of a certain technology or product can suppose a danger, it is not necessary to hope that a relation of firm causality should be established between the product or technology and the effects harmful to prohibit it or to withdraw it. The burden of proof is invested. It is to the interested company in his commercialization to which it is up to prove his harmlessness. Only when it is demonstrated that the product or technology in question cannot produce the damages that were afraid his use or commercialization will be able to be authorized.

The Catalan parliamentarians who pushed last summer the Popular Legislative Initiative back to prohibit the transgénicos without at least nor to discuss it should take good note of the warnings that stem from the article of Commoner. ORDRE

SLT / 115/2010, of 18 of febrer, per the qual is regulate determinats aspectes of them unitats hospitalàries especialitzades (UHE) in the diagnòstic i tractament of the fibromiàlgia i the syndrome of chronic fatigue.

Parlament de Catalunya, mitjançant the Resolució 203/VIII, on l'atenció to the fibromiàlgia i the syndrome of chronic fatigue, goes to urge the Govern to the creació of them unitats hospitalàries especialitzades in fibromiàlgia i syndrome of chronic fatigue. Mitjançant aquesta ordre the consellera of Departament de Salut regulates l'àmbit territorial d'atenció, the personnel i the funcionament d'aquestes unitats, such a com specifies the mateixa resolució.

The fibromiàlgia i the syndrome of chronic fatigue són malalties that, per they seves especificitats, fan necessari in determinats cases a tractament multidisciplinari. In aquest sentit, Departament de Salut d'acord amb the resolució esmentada there is impulsat the creació d'unitats hospitalàries especialitzades.

Per tot aix ò, d'acord amb they competències that tinc conferides,

I ORDER:

Article 1

Objecte

Regular L'objecte d'aquesta ordre és territorial l'àmbit d'atenció, the personnel i the funcionament of them unitats hospitalàries especialitzades (UHE) in the diagnòstic i tractament of the fibromiàlgia i the syndrome of chronic fatigue.

Article 2

Territorial Àmbit

2.1 UHE in the diagnòstic i tractament of the fibromiàlgia i the syndrome of chronic fatigue has to dye a territorial àmbit that permeti to donate coverage eficient to the reference població, in funció of the demand assistencial, l'optimització dels resources i l'establiment d'isòcrones that permetin l'equitat in l'accés to aquestes unitats, tenint in compte they especificitats of diagnòstic i tractament that they present they malalties esmentades.

2.2 In tot cas, sense perjudici of that estableix l'apartat previous, there is d'haver-hi almenys an UHE in the diagnòstic i tractament of the fibromiàlgia i the syndrome of chronic fatigue, of public coverage to càrrec of Servei Català of the Salut, of reference in cadascuna of them regions sanitàries; llevat of the cas of Regió Sanitària Barcelona, on s'ha of guaranteeing almenys the funcionament of quatre UHE per aquestes malalties.

Article 3

Personnel

3.3 Els actes administratius, mitjançant els quals is formalitzi the creació of them respectives unitats hospitalàries especialitzades (UHE) in the diagnòstic i tractament of the fibromiàlgia i the syndrome of chronic fatigue, they have to specify in every cas the seva composició, d'acord amb on estiguin ubicades.

Article 4

Funcionament

They UHE in the diagnòstic i tractament of the fibromiàlgia i the syndrome of chronic fatigue són unitats funcionals multidisciplinàries that assumeixen they seves funcions knave the cooperació principi between els i they diferents professionals that they integrate, mitjançant the realització of sessions i/o altre tipus of reunions clíniques.

2. To facilitate l'assessorament that, in matèia of diagnòtic i tractament of the fibromiàlgia i the syndrome of chronic fatigue, els puguin to need els equips d'atenció primary of salut inclosos dins of the territorial seu àmbit.

3. To give l'atenciósanitàia that requereixin you they present yourself malaltes, to efectes of confirmació diagnoses i/o tractament multidisciplinari, quan els equips d'atenció primary of salut considerin that they necessitats assistencials of the person malalta ultrapassen els available resources in l'atenció primary i, sense perjudici, that aquests equips continuïn assumint the seguiment d'aquests pacients.

4. Fer the control evolutiu, in aquells supòsits that així ho estableixin els corresponents protocols assistencials, of determinades you present yourself malaltes in funció of the gravetat of the malaltia or complexitat of the tractament prescrit.

5. Establir els corresponents protocols assistencials, d'acord amb they directrius that pugui establir Departament de Salut or, if escau, Servei Català of the Salut.

6. To communicate aquests protocols to tots els equips d'atenció primary of salut inclosos dins of the territorial seu àmbit.

Article 6

Functional Pla

The welfare state disintegrates with the privatization of the fields that are the base of an equality substantiva: health, education, social security, attention and care of major persons and of the infancy. The state bonds of the well-being are loaded on the backs of the women.

The proposals to raise the retirement age are especially harmful for the women, and there have been equal to the fall the positive measurements that in this sense existed in some European countries.

The violence has been intensified against the women, and too many women are murdered by genre violence. Also it is discussed or invalidates in some countries the right to the abortion, and in the same countries the private right (therefore it refers to the family) is evolving in a conservative direction, while the politics remains dominated by the machismo.

The attack of the neoliberalism to the political and social rights of the women has also its own expression in the ideological sphere. A systematical propaganda exists so that the part-time work is the only form of stipendiary work to which the women can aspire.

The political conservative circles and the Church attack the rights of the women. There stuffs itself in a systematical way the sexuality of the women, his right to decide and his sexual orientation.

We, the women of the European Left, cannot accept that the people pay the consequences of the crisis of the capitalism.

We defend strongly our acquired rights, and demand that the exit to the crisis should not take place at the expense of the people, but of the monopolies, of the big companies and of the banks.

We want the genre equality on the labor market, to equal work, equal salary, and the same opportunities for women and men on the labor market.

We want that it is possible to combine works and familiar life with the reduction of the day of work and the establishment of the public services of quality for the care of the infancy, the biggest and sick persons.

We want equal participation and representation of the women in politics and in all the institutions that take important decisions, and 50 % of all the benches and places of representation.

We demand that there should be guaranteed the sexual and reproductive rights of the women.

We are in favor of an European law that legalizes the abortion in the whole territory of the European Union.

We demand an European law against the genre violence.

We demand the same rights and opportunities for the emigrant and refugee women.

We do not want to turn into women "poor workers".

The feminist movement allied with the labor movement and the movement for the rights equality is opposed to the monopolies, to the big companies and to the banks.

In 2001, the financial Goldman alchemists formulated a plan to allow the Greek government to be able to conceal the scope of the increasing debt of the public sector before the supervisors of the European Community... and to your own village. DECLARATION OF BARCELONA-SALUD or: BCN. Health!

(corrected and definitive text in Castilian)

In Barcelona and convocad@s for the Foundation L'Alternativa, Alternative Esquerra Unida i, the Party of the European Left, and with the collaboration of “DEMPEUS per Salut Pública”, we have met to treat along a work day the topic “HEALTH AND SOCIAL DETERMINANTS IN EUROPE”. And to do it of collective form, adding up and attending on the diverse contributed experiences. With the will to homogenize the language and to come to a few proposals common and thought for, and from, the real and social Europe of which we are part.

The present text is the product, in brief and concise form, of the making of a wider work (the basic document of the Declaration of Barcelona) that it allows to offer to the hope to reach in Europe a better health and a major equity, an academic and scientific foundation. This document takes the title “The Public Health and the equity in health in Europe” and constitutes the rigorous base and in depth that bases the political claims that express themselves in this declaration.

The conclusions of the realized debate are the plot foundation for the present DECLARATION:

a) We could have evaluated, with a big coincidence of contributions of the different European geographical, cultural and historical territories, the present degradation situation as for the right to health, of loss of his quality and accessibility, and of increase of the inequality in health. Also we state the attack that supposes the flagrant or secret commercialization of the sanitary sector, the privatizations of the health services, and the more and more aggressive presence of the corporate interests and with lucre ends with the consequent loss of quality and equity with regard to the public services.

b) We demonstrate in the agreement and pursuit of the legislation and international and European regulations that promote the public, universal character and of quality of the promotion, the protection and the attentions to the health and of all his determinants: The Letter of Human rights of the United Nations, the Declaration of Alma-Ata, the Letter of Ottawa, the European Social Letter or the last recommendations of the proper WHO denouncing this commercialization across the Commission of Social Determinants of the Health (2008). Or the same Letter of Barcelona on “Instability and Health” that we make and edit in this city in June, 2007.

c) The health is determined by elements of economic, cultural and political character. The approach in health must be intersectorial and interdiscipline, following the council of the Commission of Social Determinants in Health of the WHO.

Saying this like frame and collective position, we claim the justice, the need and the viability of claiming the following points:

1. - The health, as the WHO defines it, is a social right and not goods. When interests confront or interpretations of the binomial “Health right - Health bought” the supremacy of the exercise of the right must prevail according to the law and in all the cases.

2. - We are so, treating the health like a right, a value, an essential social target and exigible that contributes the biggest protection, promotion, guarantee and care for all the persons. This is an inexcusable obligation of the governments. And this is particularly true and valid for Europe and, finally, for the social EU that we want to construct.

3. - We have stated an objective absence of information systems and the politics evaluation on the subject of health and from his determinants at level of the European territory. Today we have not a real tool of work, essential to realize a confirmed and finished "diagnosis" that allows to raise in the most suitable form a later action to scale of the EU. Especially if we consider the complexity added by the national heterogeneity. It is a basic need providing us with a System or European Observatory that offers the necessary guarantee and rigor, that is trustworthy, and that allows to monitor the health, the equity in health and the set of social determinants, that facilitates a high level of information about the most excellent factors, and that is realizes with full public and democratic control. From an instrumental instance of this type SÍ it will be possible to study and to evaluate the clear “Impact in the Health and the equity” of all the actions and the politics developed in the European ambience, an impact that it would be necessary to annex inexcusably in all the propositions, instructions and European regulations, be of the ambience of which they are.

4. - We claim also the guarantee to the protection of the health and the universal access to the sanitary services in all and in each of the countries and territories of the EU. It will allow a sanitary attention and worthy assistance for every person who needs it. This service has to come endorsed and led by the National and Public health System in every country – the only form that this way guarantees it – and has to be an integral and of quality.
The pathologies deserve special attention at present more prevalentes, the emergent illnesses, as well as the well-known and treated infrequent or insufficient illnesses. In these cases they will have to be tackled by more public means, they will include the assistance, the formation, the information and the investigation supported and guaranteed from the Public administrations.

5. - The financing has to be generated necessary from the diverse sources of the fiscal system of every country and of the EU. We deny that the health public sector should not be sustainable. As citizenship right has to receive also financing of a special way of the taxation of the revenues of the financial capital insufficiently aggrieved and especially protagonist and promoter of the neoliberal globalization.

6. - We push back frontalmente all the forms of commercialization of the sanitary attention under tricks across co-payments and complementarities, which are not another thing than re-payments.

7. - In the widest and valuable conception of the health, that one that defines it as a way of living that it is autonomous, united and joyful, and in harmony with the social and environmental environment, we declare ourselves for the necessary and pertinent interventions in each and everyone of his determinants, without forgetting the social factors that are, after all, the fundamental cause of the state of health and equity of a society. The employment, the work, the genre, the environment, the ethnic group, the nationality, the disability, the culture, the social protection, the social class, the town planning, or the housing, are the real definers of the public health, and this supposes the unavoidable need to treat all these topics from the transversalidad, the intersectorialidad and the biggest largeness participativa and transdisciplinaria. In this sense the WHO is evident when he asks and proposes the target of “finishing with the inequality in health in a generation” in the whole world, and also in Europe. We consider the inequities in health like a key indicator of the inequality and the social justice, a mark that we owe and can overcome.

8. - To develop these targets the social participation is essential. We refer to a new and active way of informing, from the popular power and the direct democracy, the corresponsabilización, the democratic respect to the differences, the commitment of transparence, with the pursuit and participation of the citizenship. The citizens and city dwellers of Europe, acting in the health and his determinants are the essential agent, the agent sanitary associate and of fundamental health, but they are even more, there are a key identity agent in the dynamic construction of the social Europe that nosotr@s we want and are constructing.

9. - The health has no borders, as they are had by the illnesses and the ecological and economic aggressions of the neoliberal politics either. It is the whole planet, globally, the one that will go out forward or will succumb in the company. The same way, in the field of the health we claim that realize the analyses and practices that assume these situations to international scale and do it with the priority of the justice, the equity and the solidarity between territories, but also between peoples and anyway between persons.

For all this we PROPOSE to move and use like tool, like a concrete instrument, this declarative text:

A) To European scale, making possible the procedure and the management adapted in the pertinent instances, and in particular in the European Parliament where we have the support shown by present Euro MPs of the GUE/EVN, which will be able to use it for the interpellation to the rest of Groups of the Chamber, for a leveling out to the rise of the conquests reached in all and in each of the European territories.

B) Diffusion at all the levels of classes, institutions and competent organizations on the subject of health. Be already professional, academic, or Local governments, regional, state and European.
